Access to the files on drives
Hi Bitrix24 team,
We are using Bitrix24 on the cloud. Our structure is simply an organization containing four departments. Each employee is set at a unique department.
I added a file into the Company Drive to publicize the announcement documents. Even when I assign permissions to employees at different mode for each folder, everyone is allowed to download or edit the files on the Company Drive. How can I limit the access levels of everyone; in other words, how can I make employees enable to read only without editing it.

In Company Drive page open general setting (settings gear in the right top corner) > access permissions - here you should configure access for employees = read.

Please note that Company Drive folders inherit general access configuration set for the whole Company Drive section, what admins can do after is extend access for particular employees, but not limit.

The access system in Bitrix24 works in frames of this rule:

If a user is assigned various roles (e.g. belongs to both a workgroup and a department which are granted different roles or if a user is granted different access for files and parent folder), the user will always be granted the highest level of access allowed by the various roles.

Actually I know how to adjust access level to the folder by "Access Permissions" as you two cited. However, what I would like to ask is that why those whose access=read can also download or edit the document? Is that "Read" level includes download functions. All I want is that employees can only see and read the content in the document without editing it.
What I've meant is that you may have given these users higher level of access in the general Company Drive settings or folder settings. If this is not the case please report to our Helpdeskthat the read access allows files editing (please attach Company Drive general access settings & file and parent folder access settings screenshots to your ticket). Thank you!
